GENERAL SESSION MINUTES

Meeting called to order: 11:00am

General Member Concerns:  none brought forward.

Shannon Gerhart, Chief Deputy, 4th Judicial District:  Chief Deputy Gerhart attended the board meeting to discuss PPA concerns regarding the Brady List, specifically inconsistencies pertaining to reasons an officer is placed on the list.  Per Ms. Gerhart:

  • Officers are placed on the Brady List for departing from the truth, sustained excessive force findings, and sustained traffic infractions.
  • While not currently included, some judicial districts are considering adding racial bias posted via social media as a reason for inclusion.
  • When decision for inclusion on the List is unclear, the 4th Judicial District consults with either a Brady or City of Colorado Springs attorney.
  • If a case is dismissed (for example, departing from the truth), the PPA can notify the DA’s office to have the officer removed from List. MEMBERS SHOULD CONTACT PPA OFFICE TO COMMUNICATE ANY CHANGE IN FINDINGS THAT WOULD RESULT IN NAME BEING REMOVED.
  • Best practices guiding the Brady process will be emailed to the CSPPA.

In addition, it was indicated that officers will be notified of cases that are plead down with respect to arrests for resisting, obstructing, or assaulting an officer. Per the DA’s office, over 50 percent of cases are plead to the original charge or higher, and 26 percent are reduced to a lesser charge.

Member Discussion Items:

  • Political Endorsements: Potential endorsements of State Senate candidate Bob Gardner and State Representative Teri Carver to be explored. A motion was made to contribute $1000.00 to U.S. Senate candidate Darryl Glenn.

  • Health Benefits RFP Process: The PPA is participating as a voting member in the City’s RFP process to solicit vendors for wellness, health, and pharmacy benefits. The process should be completed by late August. The Board reiterated that it is imperative to work towards improving retiree benefits.
  • Pay and Compensation Committee/Meeting Schedule: The pay/compensation subcommittee of the Board met with HR Director Mike Sullivan; the list of comparison cities and data will not be available from City HR until the end of August. The Board is moving forward with efforts to effect pay/comp improvements.
  • CSPPA Survey Wrap-up: The overall response rate of 47 percent included 443 respondents. Of that group, 113 were nonmembers. Next steps include data analysis, Board review, and disseminating results to members via the member only website portal.
  • Golf Tournament Update: Sponsors have been secured and 80 participants have signed up so far; anticipate more prior to the tournament date of July 11, 2016. Follow up to be given to Board regarding net profit to Fallen Officers Fund.

Agenda for the Chiefs’ meeting:

Address member question as to whether officers can return as contract employees post-retirement.

Financial Report:

Monthly expenditures remain on track with budget parameters and balance sheet continues to show growth in equity compared to one year ago.
