Meeting called to order at 11:00am

Candidate Visits

  • Congressional Candidate and current El Paso County Commissioner Darryl Glen: Commissioner Glenn met with the Board to request the CSPPA’s endorsement in his bid for Congressional office. Much discussion centered on Glenn’s position on asset forfeiture and the impact of federal government at the state and local levels. The Board chose to reserve its decision until interviews with competitive candidates are completed.

General Member Concerns: None brought forward.

Board Discussion Items:

  • CSPPA Gym Maintenance: The current maintenance person responsible for the CSPPA gym will be retiring at the end of May; a new vendor is expected to be in place prior to that time.
  • Post-OIS Interviews: Unless there are mitigating circumstances, all Office Involved Shooting interviews typically occur within 48 hours of any incident. CSPPA attorney John Newsome reiterated his availability to conduct interviews in the evenings and on weekends as necessary.
  • Discipline across Divisions: Current protocol dictates that when discipline involves officers assigned to different divisions who responded to the same call, each officer’s chain of command is responsible for oversight. Consideration is being given to instead assign discipline to the primary division’s chain of command. CSPPA Board to discuss at Chiefs’ meeting.
  • Timing of Discipline: It has been brought to the attention of the Board that in some instances, the onset of discipline has occurred as late as twelve months post-event. CSPPA Board to discuss at Chiefs’ meeting.
  • BWC Policy Update: There is some concern about implications of BWC video being viewed by supervisors in the absence of complaints or specific incidents. CSPPA Board to discuss at Chiefs’ meeting.

Executive Director Report:

  • HB18-1404 (IA Transparency Bill): As reported at the time, HB18-1404 was still under consideration in the Colorado State House of Representatives. Subsequent to the Board meeting, it was learned that HB18-1404 was killed in the Senate’s State, Veterans, and Military Affairs committee.
  • Homes for Heros: The PPA participated as Bronze Sponsor and Vendor at the Homes for Heroes K-9 Fundraiser held at Weidner Field on Saturday, April 28th .
