Executive Session called to order at 10:30am

Board Composition: Given the need for greater board member engagement, as permitted by CSPPA by-laws, the Board of Directors voted to add one additional sworn-at-large position bringing the total number of board members to 12.

Sworn-at-large Appointee: Officer Todd Rekar was appointed to the new sworn-at-large seat, bringing the total number of sworn-at-large representatives up to six.

General Session called to order at 11:15am

Member Concerns/Comments:

  • Officer access to Intel when it has potential impact on officer responsibilities; agreed to take forward to meeting with the Chiefs.
  • Protracted length of time to conclude IA investigations; to be taken forward to meeting with the Chiefs.

Board Discussion Items:

CSPPA Burglary: Damage to the CSPAA building and status of repairs discussed. Claim filed with insurance company; replacement glass on order; alarm system upgrades completed; rear door lock and closer replaced; incidental damage to be addressed.For safety purposes, 9mm reflective security film will be installed on exterior front and rear glass windows of building; a wrought iron barrier is to be installed above front patio wall.

Roof Replacement: Two more Gaco estimates have been requested prior to selecting a roofing vendor. Goal is to have re-roofing completed as soon as possible.

Sheriff Endorsement: A subcommittee of the Board interviewed the two declared candidates for El Paso County Sheriff: incumbent Bill Elder and newcomer Mike Angley. After careful vetting, the Board opted to endorse Sheriff Elder given his collaborative leadership approach and vision with respect to public safety.

Update on Holiday Parties: The PPA Children’s Holiday Party will be held on Wednesday, December 6th, while the Christmas gala will be held on Saturday, December 16th. Both events are to follow the same format as in 2016, and it is anticipated that they will come in within budget.
